Why can't they just interrupt your regularly scheduled television program, rather than spook you just as you're settling down at the library (which should be soundproof, but isn't) to get some real work done? Sheesh.

Emergency Population Warning
We're nearing the first Wednesday of the month, and that means it's time for a somewhat chilling moment: the testing of the emergency population warning network (Réseau national d'alerte, or RNA). First developed as an air-raid siren network before WWI, it currently includes about 4,500 electronic or electromechanical sirens, spread out over the entire country. At noon on the first Wednesday of every month, unless you're expecting it, you might wonder whether the world is ending.
